The Safe at Home program was enacted in 1999 and enrolled its first participant that same year in July. Since then, the Safe at Home program laws have been amended and additional laws have been passed to better serve Safe at Home's participants and to incorporate additional services into the program.

The Safe at Home program became a permanent program on January 1, 2011. SB 1233, Chapter 326 – September 27, 2010, which amended Section 2166.5 of the Elections Code and Section 6206.5 of the Government Code, and repealed Section 6211 and 6217 of the Government Code, made the Safe at Home program permanent and allowed for the archival of confidential name changes.
